The grave offence Governor has committed is allowing an offensive report of this character to be published at all. If public officers are allowed to attack each other in their official reports the Service would be utterly ruined. And should a notice be inserted in the Gazette, as far as is practicable, cancelling the publication in question.

A short despatch might be written saying that copies of complaints addressed to the Secretary of State by Sir John Pope Hennessy have been made here and the matters stated. Lord Kimberly awaits the Governor's report in question which is already on the way. RM 20/10

I do not understand how this stands. I thought we had dealt with Lord Rimberley's Oct 23/80.

Minutes were written on 14402 explaining the result of the letters on Sir John Pope Hennessy's complaints; but it was not dealt with until we have the Governor's report direct from the Governor.

As we have now received two batches of letters addressed to the Secretary of State by the Governor, this, the latter, I suggested their being united as proposed.

A warning was administered to Mr. Donovan's case on 13795. But Sir John Price's complaint is still awaiting the Governor's report which I propose to call for.
